Taiwan is going to violate Roche's patent on Bird Flu medication so that they can mass produce it and save lives. This is a similar argument to what South Africa, India and Brazil have made about Anti-Retroviral drugs (for HIV/AIDS treatment). You can violate TRIPS if the government declares a state-of-emergency.
